Iowa State University Career Services does not provide electronic recruiting services to third-party employment agencies (or individual recruiters) unless the agency is contracted to handle specific recruiting functions for an employer.  Documentation of this contractual relationship must be provided.  Firms under contract to provide recruiting services for an employer, must provide a contact at the employer so the arrangement can be verified.  Electronic recruiting services may be provided if the agency is recruiting for permanent hires within the agency.
Rational

1) Career services at Iowa State University was designed and is designated to work with direct-hire employers.  Iowa State University provides tax supported services to students at our university, as well as to employers that desire to recruit our students.  The career services we provide to our students and employers for free are very similar to the services that third-party employment agencies provides for a fee to its clients.

2) The resources of ISU Career Services are not unlimited.  While there are legitimate third-party employment organization, ISU Career Services does not have the resources to vet each of these organizations and distinguish the good from the bad.  Some organizations have been found phishing for resumes and violating FERPA regulations by sharing collected resumes beyond the intended audience.  Additionally, there have been cases where the direct-hire employer have complained to ISU Career Services about confusing duplicate job postings on CyHire when recruiting services had not been outsourcing to a third-party organization The amount of resources required for the vetting necessary to meet our obligation to students exceeds the amount of our available resources.

3) Third-party employment agencies in general do not like to identify the company or the exact position in the job description because this makes it possible for job seekers to locate the position on the company’s careers website without first talking to the headhunter.  This makes it impossible without a lot of extra work for ISU Career Services to make sure that legitimate positions are being posted on CyHire, which can result in identity theft and other fraudulent type of activity that can be executed with the information on a resume.
